Counter Strike 1.6

In this tournament, two teams with 5 players in each are competing against each other in the game Counter-Strike 1.6. The maximum number of members in the team is 7. The tournament starts on November 26, 2009. All these members must be registered in the team before the participation verification is send to the team. The team can choose their five man lineup before each match. It is NOT possible for the teams to change their lineup between maps in a individual match when best out of three is played. Lineup can only be changed between matches.

All teams that have registered to the DreamHack Malaysia Qualifiers must confirm their participation, this means that if you have signed up online you have to go to the registration desk at the venue location of each qualifier to confirm your participation. The registration for Dreamhack Malaysia closes 72 hours before each of the tournament dates.

The goal with these rules are that they should be as comprehensive as possible but since no one can predict everything in advance the administrators decision has the same status as a written rule. DreamHack has the rights to change the rules before and during the tournament.

If there is anything wrong with the rules the teams are asked to contact the administrators on site as soon as possible.

The administrator’s words are the law. Administrator’s dictions can be appealed to the head administrator. The head admins dictions can not be overruled.

As a competitor in the tournament the players and teams accept these rules. It’s is up to all team members to know the rules and what is required. If anything in the rules is unclear the team must ask one of the administrators.

Depending on the rule violation the team will be punished by given warnings, round reduction, walkover or disqualification.

For everyone’s comfort we keep a low tolerance against bad behavior against administrators or competitors in the tournament. Bad manners on the servers, in the tournament area will result in a punishment or a warning. Personal attacks, bad language and other unsporting behavior are included in bad behavior.

Rotations of maps that will be used are:
de_nuke
de_inferno
de_train
de_dust2

Contact the admins
At DreamHack, administrators will be found in the game corner. At DreamHack Malaysia, please refer to the Tournament Manager in charge on the day.

Say
All players can write to each others during game play but it is important that the players are polite and bad behavior is prohibited.

Cheat
All sorts of cheating are forbidden in the tournament. Program used to change Counter-strike (CS) is not allowed.

Models
Other models then original in Counterstrike 1.6 are not allowed.
Exceptions: Counter-Strike: Condition Zero models, High-FPS models and the knife model from Counter-Strike 1.6 are allowed. HLTV models are not allowed.

Settings
It’s very important that the contenders don’t have to gamma/contrast/color value settings. To high values of these can result in punishment such as warnings, round reduction and walk over.

Some settings in Counter-Strike can give big advantages and therefore we have provided a list of the settings that is allowed to change. Other settings that are not listed beneath must be set to default.

Smokescreens
During the tournament 32bits video settings is required. This can be set using -32bpp in the launch options for counter-strike in steam. (This setting is also called colour quality). One screenshot has to be taken before the knife round. Players throw one smoke and all the players have to be on that location to take a screenshot. The following must be visible on the screenshot:
Player models, scoreboard, the setting net_graph 3 and a smoke on the same screenshot. Note that the screenshot also have to contain the setting net_graph 3 (not net_graph 1). The teams have the right to demand a maximum of 3 screenshots and they get to choose freely which 3. An admin can demand all the screenshots from all the players.

For a valid smokescreen the following must be included
32bit colourquality in Video Settings
Net_graph 3 (NOT net_graph 1)
Player models
One smoke
Scoreboard including all players.

If this is not applied and one of the players can’t show us an approved screenshot the punishment will be punished.

Conflict
If there is a conflict the team has to report this within 10 minutes after the match has been played. The conflict will be handled after the Group Stage is finished. Not before.

The team that makes the conflict has to bring forth burden of proof that strengthens the accusation. If there is no evidence, there is no need for a decision from the admins. Example of evidence is demos and smoke screens from the servers. It´s up to the players, not the admins to arrange material for a conflict. If no such content is available the conflict will be removed.

The conflict rapport has to have the following information:
What rule violation was made?
What time and round did they do it?
What player broke the rules?

How do you make a conflict?
The conflict is to be reported before 10 minutes on the dreamhack webpage.You have then, 35 minutes after your last game to prove the violation.

If a team fakes evidence the team will be disqualified. If a team gets caught only creating conflicts to win the match they can be permanently suspended.

Bug flashes should be taken directly with the opponents; if they themselves admit to doing wrong that team will loose 3 rounds.

When a decision is made in a conflict it stands. Appeal is made at a head administrator and this person’s judgment can not be overruled.

If the server crashes
If a server crashes before the third round starts the match will be restarted. If a server crashes after the third round has started the match will not be restarted and the teams keep playing from the last played round with 4500 in start money. If for instance a switch should stop working and one of the players or more from a team should lag out the rules above apply, which means that before the third round the match is started over. In case one or more players lag out the team has the right to pause the game in the end of the round. This should be done directly after the end of the round or in the freeze time. It is only allowed to pause the match for technical problems. Maximum pause time for every game is 10 minutes per team.

Demos
All players must record ineye-demo. The opponents have the right to demand the recorded demos, but not all. All teams can demand demos from three players every game. The admins can demand demos from all players. For a demo to be valid it must be recorded recorded from the freeze time before the knife round (if it’s the first map of the game) or a maximum of 15 seconds of the first round. Those demos that gets recorded after what stands above counts as a rule violation.

Demos have to be saved during the whole tournament.

Match rules
All matches will be played in Counter-Strike 1.6 with maxrounds 15 (mr15). The match cannot be started without all the 10 players on the server. A match cannot end with a tie; if the game ends in the playoffs 15-15 it will be overtime until one of the teams wins. Group play tie is possible. It´s first to 16, not all rounds will be played in GP.

A knife round will decide which team starts as Counter-Terrorist or Terrorist, the team who wins the knife round choose team. Both teams meet up at the knifespot on the map. You are not allowed to go around the map to attack the other team from behind. It is forbidden to boost up on boxes or do similar things to get an advantage.

Boost
It’s allowed to boost how many players you want on all the maps, but there are some exceptions. It’s allowed to boost to the highest edge at B1 (A Bombsite) on de_dust2, but you are not allowed to jump when you are up on the edge, so that you can see over to long.

Planting/Defusing the bomb
It’s not allowed to plant so that the CT can’t defuse the bomb. You are also not allowed to do a so called silent plant, which means that you can’t hear the sound of the bomb. It’s not allwed to boost plant; a player has to be able to defuse the bomb without being depending of another player.
The penalty of silent plant is -3 rounds. It’s not allowed to plant the bomb next to the box towards the long on de_dust2, as long as it’s not a silent plant.

Scripts
Scripts that you use to silentdefuse, russianjump or bunnyjump are not allowed. Scripts are not allowed at all, but there is some exception, the admins will decide if it’s allowed or not.

Group Play

Important group play rule!

In the case of a tie, the following criteria will be used to determine standings :
1) Round diffrence
2) Winner in the game between the concerned teams

If a tie even then, there will be a tibreaker to decide.

Bugs
It’s not allowed to use bugs deliberately. Here are some examples:

• Throw a HE grenade over the wall from yard to the white room over pop on de_train.
• Look under the walls from CT Slope to Alley on de_train, or under the bombbox on

de_inferno.
• Boost up players thru the roof in yellow house on de_nuke.
• Boost up players on the CT roof on de_nuke, the high mountain is allowed.
• Throwing a flash under “the flying box” on de_nuke at the ramp is not allowed, bug flashes on other maps such as de_dust2 or de_train is also not allowed, if a bug flash occurs, the penalty is -3 rounds per bug flash.
• To throw flashes over walls on de_dust2 is allowed.
• “Crouch walking”, “russianjump” or “crouch jumping” is allowed, but not by using scripts.

Schedule
After the matches have been chosen and the schedule is presented the teams get to know the times for the matches and it is the teams responsibility to know these times and it is not possible to change them. If the opponents are not on the server for the match it will turn into a Walkover after 15 minutes. We don’t take consideration in toilet visits, phone calls or anything like that.
When there is a delay in the tournament or conflict this don’t apply, but they you will be informed about it. If a game has not started during any reason besides personal damages the admin will join the server and force start the game.

Technical hardware
Every competitor is responsible to ensure that their hardware is working. This includes accessories such as mouse, headset and keyboards and so in. This means no games can be delayed longer then the 15 minutes for walkover because of hardware.

Problems with steam
Dreamhack can not and will not take the responsibility for the functionality in the program Steam.

Other
It’s not allowed to use the shield and if by mistake a shield is bought this are you to be dropped in base/spawn. If the shield is being used deliberately, it can lead to disqualification.

All the competing teams have a captain/clan leader and it is this person’s task to talk to game crew and the opponent’s team about conflicts. The team captains has to use [C] after his nick in game to make it easier for admins.

Competitors can use digital vibrations. Medium is okay. 25% is maximum.

To use programs suck as powerstrip to change gamma, contrast or colors is forbidden.

Programs to change the mouse hertz are allowed.

So called “Silent defuse” is allowed in the tournament as long as it’s not done while using scripts. Silent defuse is when a team for example fires a weapon in exactly the same moment as one player starts to defuse.
